In the past, a global economy allowed Inland Empire builders to import cement from China as they laid the foundation for the region's building boom. But China has its own boom to build now. Steve Barr, a manager at Upland's Holliday Rock Co., a concrete supplier, said several factors have caused his company to pay 25 to 30 percent more for cement in recent weeks and created a two- to three-week backlog in concrete orders. Often plants shut down for maintenance or to stockpile inventory during the rainy season. But when winter rain never arrives, construction activity never slows. China's growth has also begun to monopolize freight ships that deliver imported cement to the United States. Building Industry Association spokesman Frank Williams said freight rates increased 200 percent from January to April. Chinese demand for cement - and subsequent shortages in the United States - may be a portent of things to come in numerous commodities markets.
